อิทธิพลของลมมรสุมตะวันตกเฉียงใต้ที่พัดผ่านทะเลอันดามัน ประเทศไทยและอ่าวไทยรวมถึงร่องมรสุมที่ผ่านพาดบริเวณตอนกลางของประเทศไทยอย่างต่อเนื่องในช่วงปลายเดือนสิงหาคม 2564 อีกทั้งอิทธิพลของหย่อมความกดอากาศต่ำที่ปกคลุมบริเวณตอนล่างของภาคตะวันออกเฉียงเหนือ ส่งผลทำให้เกิดฝนตกหนักถึงหนักมากในหลายพื้นที่ของประเทศไทย รวมถึงพื้นที่กรุงเทพมหานครและปริมณฑลที่มีฝนตกหนักถึงหนักมากกระจุกตัวค่อนข้างต่อเนื่องในช่วงปลายเดือน โดยเฉพาะช่วงวันที่ 27-28 สิงหาคม 2564 ที่ตรวจพบฝน

ตกหนักถึงหนักมาก ในหลายจุด สำหรับบริเวณจังหวัดสมุทรปราการ เกิดฝนตกหนัก (วัดปริมาณฝนได้เกิน 35 มิลลิเมตรต่อวัน) ใน 4 อำเภอ ได้แก่ อำเภอเมืองสมุทรปราการ บางเสาธง บางพลี พระสมุทรเจดีย์ โดยเฉพาะที่ ต.บางปู อ.เมืองสมุทรปราการ มีฝนตกมากที่สุดถึง 120.60 มิลลิเมตรต่อวัน ในวันที่ 28 สิงหาคม 2564 ซึ่งส่งผลทำให้เกิดน้ำท่วมหนักและสร้างความเสียหายค่อนข้างมากบริเวณนิคมอุตสาหกรรมบางปู ซึ่งเป็นพื้นที่ต่ำ การระบายน้ำทำได้ค่อนข้างยาก และต้องใช้วิธีสูบน้ำที่ท่วมออก ซึ่งส่งผลทำให้เกิดน้ำท่วม

ต่อเนื่องหลายวัน กว่าสถานการณ์จะเริ่มกลับเข้าสู่สภาวะปกติในวันที่ 31 สิงหาคม 2564 ทั้งนี้ กรมป้องกันและบรรเทาสาธารณภัย กระทรวงมหาดไทย ได้รายงานความเสียหายจากเหตุการณ์น้ำท่วมบริเวณจังหวัดสมุทรปราการ เมื่อวันที่ 29 สิงหาคม 2564 โดยมีพื้นที่ได้รับผลกระทบทั้งหมด 4 อำเภอ ได้แก่ อ.เมืองสมุทรปราการ อ.บางพลี อ.บางบ่อ และ อ.บางเสาธง รวม 8 ตำบล 21 หมู่บ้าน ประชาชนได้รับความเดือดร้อนทั้งหมด 64,659 ครัวเรือน ไม่มีผู้บาดเจ็บและเสียชีวิต

The influence of the southwest monsoon that prevailed over the Andaman Sea, Thailand, and the Gulf of Thailand accompanied with the monsoon troughs that continuously lay across central Thailand in late-August 2021, and the influence of low-pressure cells that covered the lower Northeast caused heavy to very heavy rains in several areas of Thailand including Bangkok and surrounding areas where heavy to very heavy rains continuously occurred at the end of the month, especially from 27 to 28 August

2021 heavy to very heavy rains occurred in many areas. In Samut Prakan Province, heavy rainfall with more than 35 millimeters per day occurred in 4 districts consisting of Muang Samut Prakan, Bang Sao Thong, Bang Plee, and Phra Samut Chedi, especially in Bangpoo Sub-district of Muang Samut Prakan District that had the highest rainfall of 120.60 millimeters per day on 28 August 2021. This caused severe flooding and quite major damage to the Bangpoo Industrial Estate that is located in a low area. It was difficult

to drain water and pumping was needed to remove floodwater. This caused continuously floods for many days before the situation returned to normal on 31 August 2021. On 29 August 2021, the Department of Disaster Prevention and Mitigation reported the damage from floods in Samut Prakan Province. In total, 4 districts were affected including Muang Samut Prakan, Bang Plee, Bang Bo, and Bang Sao Thong. A total of 8 sub-districts, 21 villages, and 64,659 households were affected without injury and death.
